EU 2020 climate goals. The EU targets for 2020 were set out in the climate and energy package adopted in 2008. One of its objectives was a 20% cut in greenhouse gas emissions compared to 1990 levels. If the EV sales growth experienced in recent years is sustained, CO2 emissions from cars can be put on a path in line with the Net Zero Emissions by 2050 Scenario. However, despite huge growth in China, some European countries and some U.S. states, electric vehicles are not yet a global phenomenon.
